Here is the latest update from PKC about the Comrie Flood Protection Scheme

Key recent project milestones

  • Advance construction works were completed in July 2023, including a significant length of green bank erosion protection (rootwad revetment) at Field of Refuge and most of the public utility diversions necessary to deliver the scheme. We continue to monitor the establishment of the rootwad revetment and will undertake any remedial works where necessary.
  • Balfour Beatty submitted their tender price on 12 June 2024

Current activities

  • Although Balfour Beatty submitted their updated tender on 12 June 2024, the procurement process continues as we review their programme and cost, as well as finalise the Delivery Agreement (contract). We have held positive discussions with Balfour Beatty in this regard and continue the process to reduce any residual project risks as far as possible and ensure best value prior to award.
  • We appreciate the procurement of the main construction contract has taken much longer than anticipated and share the frustrations of the community, however, please be assured that significant progress has been made on the project as we finalise the procurement.
  • The SSE public utility diversion (directional drill under the River Earn between Comrie Holiday Park and Lochay Drive) was completed in May 2024.
  • We continue to discuss construction and access arrangements with affected landowners, and encourage residents to raise any concerns directly with us (comriefloodscheme@pkc.gov.uk).

Future key project milestones

  • The next major milestone will be the award of the main construction contract; this is currently programmed for early August 2024. We do not foresee any issues which would prevent this.
  • A Community Newsletter will be issued once the contract is awarded as we will be able to provide more detailed information on the project programme.
  • Construction is expected to commence from September 2024, allowing for Balfour Beatty’s mobilisation period following contract award.  The initial works will entail site clearance, compound set up(s) and procurement of key sub-contractors. The construction period is now expected to be up to 24 months with planned completion September 2026.
  • Ahead of construction beginning on site, we will hold a community open day to allow residents, businesses and landowners the opportunity to come and speak to the Council’s delivery team (and our contractors) with any queries they may have.  This will be alongside continued engagement with affected residents and landowners. Details will follow in due course.
